What Do I Need to Do With My Car and Driver License After I Move to California?
The short answer
Once you become a California resident, the California DMV says you need to apply for a California driver license if you plan to drive here, and register any out-of-state vehicle within 20 days. Registering usually means a vehicle verification, a California smog certification for most gas cars, your out-of-state title and an application. Start early, because DMV appointments and paperwork take time.
Why Does This Matter When I'm Buying a Home Here?
When you relocate to Orange County, the home purchase gets most of the attention. The DMV steps are easy to push to later, yet the deadlines start when you become a resident, not when you feel settled.

When Am I Considered a California Resident?
The DMV says you are a California resident if you intend to live in the state for six months or more in one year. It lists other signs of residency, such as being registered to vote here, working here or holding a California driver license or ID card.
The DMV's driver handbook adds that the clock for registering your car also starts when you get a job in California.
How Do I Get a California Driver License?
The DMV says that if you intend to become a California resident and drive here, you must apply for a California driver license. For someone with a valid out-of-state license, the DMV describes these steps:
- Complete the application online.
- Visit a DMV office to provide your Social Security number, proof of identity and California residency documents.
- Pay the application fee.
- Have your thumbprint scanned and your photo taken.
- Pass a vision exam and the knowledge tests.
The DMV notes you get three attempts to pass each required knowledge test, and your application and fee are valid for 12 months.
REAL ID. The DMV says that since May 7, 2025, you need a REAL ID if you want to use your license to board domestic flights. If you travel often, ask for a REAL ID when you apply.
How Do I Register My Out-of-State Car?
The DMV says you must register a vehicle previously registered in another state within 20 days of becoming a resident or bringing it into California.
The DMV's out-of-state registration guide lists what you typically need:
- A completed Application for Title or Registration (REG 343)
- Your out-of-state title
- A vehicle verification by an authorized verifier
- A California smog certification, required for most gas vehicles from 1976 and newer
- Fees
If your car has a loan, your lender may hold the title, so contact them early. The DMV also advises submitting your application and fees on time, even if you are still gathering items, to avoid penalties.
Emissions. The DMV handbook says all vehicles registered in California must meet California requirements, including emission controls, and the DMV cannot register a vehicle that does not.
What Else Should I Update After My Move?
- Your address with the DMV. The DMV handbook says you must report an address change within 10 days.
- Your car insurance. Let your insurer know you have moved to California.
- Your mail. The U.S. Postal Service says standard mail forwarding lasts 12 months and takes at least 7 to 10 business days to start after approval.
